In a significant move to address workforce shortages in the healthcare and social care sectors, the government has announced major reforms to apprenticeship requirements. The changes, which came into effect immediately, are expected to enable up to 10,000 more apprentices to qualify annually across various sectors, with a particular focus on healthcare and social care.
Under the new reforms, employers will have greater flexibility in determining whether adult learners aged 19 and over need to complete Level 2 English and maths qualifications (equivalent to GCSE) to pass their apprenticeship. This change is particularly significant for the healthcare sector, where practical skills and hands-on experience are often more crucial than academic qualifications.

Secretary of State for Education, Bridget Phillipson, emphasized the government’s commitment to growing the economy and creating opportunities for all: “These reforms show that we are listening to businesses. Our new offer of shorter apprenticeships and reduced red tape strikes the right balance between speed and quality, helping achieve our number one mission to grow the economy.”
A key change that will benefit the healthcare sector is the reduction in the minimum duration of apprenticeships from twelve to eight months, set to be implemented from August 2025.
This shorter timeframe will allow healthcare providers to train and deploy qualified staff more rapidly, helping to address the critical staffing shortages faced by many healthcare institutions.
The impact of these changes is already being welcomed by healthcare employers. Lisa Pinfield, Group Director of Performance & Development at Capita, noted: “Making Functional Skills requirements more flexible for apprenticeships will open doors for more adult learners, especially those from diverse backgrounds. This change will help businesses grow, support social mobility, and give more people the chance to succeed through apprenticeships.”
The reforms are particularly timely for the healthcare sector, as it continues to face significant workforce challenges. The new approach will enable healthcare providers to focus on developing essential practical skills while maintaining high standards of care. The changes are expected to create more accessible pathways into healthcare careers, particularly for those who may have previously been deterred by academic requirements.
Skills England, the new nationwide body for skills, will play a crucial role in implementing these changes. Under the leadership of Phil Smith CBE as chair and Sir David Bell as Vice Chair, the organization will work closely with healthcare providers to identify which apprenticeships would benefit most from the shorter duration approach, prioritising key shortage occupations in the healthcare sector.
These reforms represent a significant step forward in making healthcare apprenticeships more accessible while maintaining the high standards of care that the sector demands. The changes will help create a more diverse and skilled healthcare workforce, better equipped to meet the growing demands of the sector.
